The Internal Council of the IIJ has the faculties of proposing, producing and approving all bylaws applied within the Institute, in addition to reviewing and producing an opinion concerning the budget projects produced by the Dean.

Regarding institutional research activities, it may propose or evaluate research programs and institutional lines of research.

It is a governing body charged with setting minimal guidelines for academic productivity and guaranteeing their observance. It may also produce an opinion on paid commissions, changes of workplace and academic licenses presented before the Humanities Technical Council. These requests include application for sabbatical periods and the respective report that academics deliver when returning to their positions, as well as applying for aid to academic personnel who plan to organize or participate in academic events.

It must produce opinions concerning the candidates that take part in contests organized by the Institute to cover academic positions, the renewal of contracts or interim positions of academic personnel, and about closed opposition contests.
