Professeur titulaire à la Cardozo Law School à New York, actuel directeur du Programme Global et Comparé du droit Constitutionnel ; il est Fondateur et Directeur de I-CON, International Journal of Constitutional Law, également ancien Président de l’Association Internationale de droit Constitutionnel.
