Profesor titular en la Cardozo Law School en Nueva York donde funge como director del Programa Global y Comparado de Derecho Constitucional; es el fundador y director de I-CON, International Journal of Constitutional Law, y antiguo Presidente de la Asociación Internacional de Derecho Constitucional.

Entre sus obras destacan Deconstruction and the possibility of Justice, de 2003, y The Identity of the Constitutional Subject: Selfhood, Citizenship, Culture, and Community (Discourses of Law), de 2010.
